Can a Jewish man have an affair with a non-Jewish woman without it being considered an extramarital affair?

My cousin is a rabbi and and told me this recently. I didn't think to ask for the scriptural reference so I was hoping someone out there knew the answer. Is he totally misguided or am I off base by saying this couldn't possibly be true...
