Step Parent rights In , N.Y.?

My husband is getting Deployed and we have joint custody , we are going to court before is leaves to Iraq to see if I can Cont.. his Visitation rights while he is gone , the baby is 3 yrs old...! I cover her under my Ins Through work , we pay child, support and cover all medical bills.. so im wondering if any knows if i have rights up here in NY (st. Lawerence County )
