Why does the National Journal say Obama is the "most liberal" senator?

Snopes.com, the fact-checking website many of us use, says this is not true. It says this is not quantifiable. I also note that they said the same thing about Kerry when he ran against Bush. It sounds to me like they twist the facts to some up with a scary statement. Besides, the conservatives' policies haven't worked for America, have they?
