How is NJ unemployment calculated on gross pay or net pay?

NJ unemployment has sent me a letter stating that a new monetary re determination reducing my entitlement has taken affect.They also want me to reimburse them the over payment.When they first calculated they used my gross pay then they re calculated using my net pay this dose not make seance because if your pay had a judgment being taken out your net would be lower?
