What is the rationale behind edited answers falling to the bottom of the answer list?

Below is the link to Y!A description of the changes and why. There are a lot of comments listed too, for and against the changes. They said they would review the change and see if any adjustments or whatever need to be made. You should post your opinion and thoughts on this on that page. I personally think it will end up being tweaked eventually because of all of the input given.
