Nasty neigbor that is mentally unstable?

I moved to my neighborhood almost 4 years ago and my neighbor and I were friends at first until I realised what she was like. She would spread nasty rumors about me to others as well as her saying things to me about others that were really nasty saying someone had a drug problem someone else she thought was ually abuse a kid really bad things people have guns and wanting hurt someone I was new to the neighborhood and thought oh no what type of a place did I move to turns out he is a compulsive liar and acts scary I cannot afford a lawyer to get her for slander and others cannot afford it as well. Anytime I have company over she will have her son paly ball near the cars she will purposely come out and be loud if we are outside she will stare and it has made my company feel uncompfortable to the point we have to go inside. She is married with 1 child who is very rude and throws rocks at my house and car. She has hit on some of my male friends when i'm not home and her husband is not.
